The Assembly Environmental Safety and Toxic Materials Committee advanced SB 811 to the Committee on Appropriations on June 30 after hearing split testimony over whether the bill would strengthen or weaken state oversight of metal shredders.

According to a committee summary of the hearing, supporters described SB 811 as creating a comprehensive statewide framework for metal shredders and argued it would set a higher bar for facilities near surrounding communities. Opponents said the Department of Toxic Substances Control already has authority under hazardous-waste law to regulate shredder facilities and should keep that role.

Witnesses also pointed to a June 12 notice of violation issued to Radius Recycling in West Oakland, using it to underscore the dispute over hazardous-waste enforcement. The summary says the committee later moved SB 811 forward to Appropriations on a due-pass motion and then placed the bill on call.

The hearing was part of a broader committee session that also considered other environmental bills, but the SB 811 debate centered on metal-shredder oversight and the scope of DTSC authority.
