The California Energy Commission’s Sept. 9 business meeting materials put a formal certification of the 2025 Energy Code on the agency’s action agenda, saying California must determine by Dec. 30, 2026, whether the code meets or exceeds the 2024 International Energy Conservation Code for residential buildings.
In the proposed resolution, the commission says the 2025 Energy Code meets or exceeds the federal model standard and cites a publicly released 2025 Energy Code Impact Analysis Report as support for that conclusion. The materials say the analysis was made public Aug. 13, 2026.
The backup packet says the 2025 Energy Code was adopted in August 2024 and took effect Jan. 1, 2026. The CEQA memorandum dated Aug. 18, 2026, says the certification action is not a project under CEQA because it is an administrative step that would not cause physical changes in the environment. It also says the action would qualify for CEQA’s common-sense exemption.
The commission’s agenda and resolution both place the item in the Sept. 9 business meeting record, but the materials provided here do not include a final vote tally or meeting minutes. The resolution says the commission will certify the code after public notice and hearing and points to the docket record for the complete file.
