The Assembly Appropriations Committee advanced SB 999 on Aug. 5, moving the bill forward with amendments that would shift the annual deadline for California’s minimum essential coverage and individual mandate report from June 1 to April 1.
The earlier date is intended to give lawmakers and budget writers the information sooner in the budget cycle, according to the committee discussion. The bill also drew support from Health Access California, whose representative said the report timing affects how the state reviews health coverage data.
Committee materials said the Franchise Tax Board would face minor costs to include the additional information required by the bill. Final action in the Senate and Assembly remains pending, and it is not yet clear whether the committee amendments will remain unchanged through the end of the legislative process.
