Sutter County supervisors are set to consider a new $10 recording fee to help pay for a mandatory recorder notification program required under SB 255.
A staff report on the Sept. 8 agenda says the board is being asked to set a public hearing on a resolution that would establish, effective Feb. 1, 2027, an additional $10 recording fee for the program. The hearing is requested for Sept. 29 at 3 p.m.[^1]
The report says Senate Bill 255, enacted as Chapter 351, Statutes of 2025, added Government Code section 27297.7 and requires counties to establish a Recorder Notification Program by Jan. 1, 2027.[^1] Under the law, county recorders must mail notices after recording certain documents, and counties may also set up electronic notification systems.[^1]
The county report says the board may authorize a fee to recover reasonable program costs, subject to a 120-day public notice period before implementation.[^1] It also says several California counties already charge $10 for similar notification programs and that the recorder’s department is requesting the same amount.[^1]
The agenda item does not yet show a final board decision on the fee itself. It only asks supervisors to set the hearing process in motion.[^1]
