The Arcata City Council unanimously introduced Ordinance 1586 on April 15, taking the first formal step toward revising local rules for cannabis consumption lounges.
According to staff, the ordinance would amend the municipal code to clarify how the city can permit on-site cannabis consumption through use permits, align local rules with state law, and allow temporary consumption at special events. The council’s action was an introduction only; final adoption would come later.
During the meeting, staff said the change would give Arcata a clearer permitting path. Public speakers backed the proposal, saying a regulated lounge environment could improve safety and help keep tourism and local business activity in the city.
The ordinance is part of a broader April 15 council meeting that also included utility-rate action, fee-schedule updates and other land-use and administrative items.
