At its Sept. 16 meeting, the Ferndale City Council reviewed a draft memorandum of understanding that would formalize the countywide climate work through a Regional Climate Committee and a shared program manager, according to the city’s council packet.
The draft agreement, attached to the packet as the RCAP memorandum of understanding and Exhibit A, says Ferndale would not owe a contribution in FY 2026/27. Estimated annual payments would begin in FY 2027/28, with later-year amounts also listed in the funding schedule.
The packet ties the proposed arrangement to the Humboldt Regional Climate Action Plan, which the council also adopted as Ferndale’s climate framework in Resolution 2026-18. The regional plan and funding structure involve Humboldt County, Redwood Coast Energy Authority, the Humboldt County Association of Governments, Humboldt Waste Management Authority and the Humboldt Transit Authority, according to the packet materials.
Because the memorandum appears to remain in draft form, the exact terms could still change before any final approval. But the council’s review gives a clearer picture of how Ferndale’s participation in the regional climate plan could be organized and financed in future budgets.
