The State Water Resources Control Board voted 5–0 on Aug. 18 to adopt Resolution 2026-0030, approving the state’s fiscal 2026–27 Drinking Water State Revolving Fund Intended Use Plan.
According to the board’s Aug. 18–19 meeting minutes, the package includes guidelines for complementary funding from the Budget Act of 2024 and Propositions 1, 68 and 4. It also includes supplemental intended-use plans for emerging contaminants, lead-service-line replacement and additional appropriations under the Disaster Relief Act of 2019.
Board Member Jared Blumenfeld moved adoption of the resolution, and Member Nichole Morgan seconded it. Chair E. Joaquin Esquivel, Vice Chair Dorene D’Adamo and Members Sean Maguire, Morgan and Blumenfeld voted yes; there were no no votes, abstentions or absences.
The item drew comments from representatives of South Coast Water District, Community Water Center, the Association of California Water Agencies, the California Municipal Utilities Association and Placer County Water Agency, as well as members of the public, the minutes show.
The meeting record does not identify the plan’s total funding, allocation formula, project or applicant list, disadvantaged-community distribution or implementation timetable. Those details would need to be obtained from the State Water Board’s Division of Financial Assistance or the final plan documents.
