Wheatland’s City Council unanimously approved two resolutions May 26 authorizing memorandums of understanding tied to financing for the South County Infrastructure Project, a regional wastewater conveyance system described in the meeting packet as costing about $115.6 million.
According to the May 26 agenda packet, the project includes a $75 million state grant and had been expected to rely on financing from Yuba Water Agency. The packet says that financing fell away after a powerhouse failure, prompting the city and its partners to pursue new loan structures.
The council’s May 26 minutes show members adopted Resolution 26-23, approving an MOU among Yuba County, the City of Wheatland and Olivehurst Public Utility District for loan support for the project. The same minutes show adoption of Resolution 26-24, approving a second MOU among the Estom Yumeka Maidu Tribe of the Enterprise Rancheria, Olivehurst Public Utility District and the city for the same project.
The minutes do not spell out the loan terms or repayment structure, and they do not indicate whether the memorandums are final financing commitments or framework agreements.
