Yuba City’s Aug. 20 special City Council agenda sets up a decision on whether to appoint the only nominees for three district seats or proceed with the Nov. 3, 2026, consolidated general election.
The agenda says Mayor Marc Boomgaarden called the special meeting under California Government Code Section 54956. In the business item tied to Elections Code Section 10229, the council is asked to choose between appointing the nominees, directing that the election be held or taking no action.
The staff report in the packet identifies the only nominees as Dave Shaw for District 1, Marc Boomgaarden for District 2 and Mike Pasquale for District 3. It also says draft resolutions are attached for both paths: appointing the nominees and cancelling the election, or keeping the races on the ballot.
The packet estimates the cost of holding elections for the three council seats at about $50,000 and says that amount is included in the proposed FY 2026/27 budget. If the council opts to appoint the nominees, the staff report says the city would avoid that expense.
