The Assembly Housing and Community Development Committee sent SB 1091 forward on a 10-0 vote Tuesday, with two members not voting, after a hearing that drew support from an unusually broad coalition of housing, land-use and local-government advocates.
According to a committee summary, supporters said SB 1091 would help fill a gap in affordable-housing resources and could be strengthened if lawmakers pair it with a statewide housing bond on the November ballot. Witnesses urged an aye vote on behalf of groups including the American Planning Association, the Mountain View Community Land Trust, Housing Trust Silicon Valley, the Royal Community Assistance Corporation, the California Rural Legal Assistance Foundation, the California Coalition for Rural Housing, the Sacramento Housing Alliance, the City and County of San Francisco Board of Supervisors, the San Diego Housing Commission, the California Community Land Trust Network, Public Advocates, Housing Now Coalition and Tenants Together.
The committee later reported the bill out unanimously, with two members not voting, the summary said.
