Wheatland City Council members are set to consider a resolution Tuesday that would reject all bids for the Wheatland Regional Sewer Pipeline Project and authorize staff to reissue the project for bids with an altered scope.
According to the staff report in the June 23 special meeting packet, the city opened bidding on Feb. 19 and received 13 bids. The bids were later extended 35 days, from May 20 to June 24, to give staff more time to identify replacement funding after Yuba Water Agency withdrew intended future support following a catastrophic penstock failure at the New Colgate Powerhouse.
The staff report says the city has identified possible financing from Yuba County and the Estom Yumeka Maidu Tribe of the Enterprise Rancheria, but that the project scope must be revised to fit the funding now available. The city attorney advised that, because of the revised scope, the original bids should be rejected and the project rebid.
If the council approves the resolution, the staff report says the rebid process would likely delay award of the construction contract until late July or early August. The fiscal impact is listed as unknown.
The agenda for the special meeting also includes a closed-session conference with legal counsel on potential litigation under Government Code Section 54956.9.
