WHEATLAND — The Wheatland City Council formally rejected all bids for the Regional Sewer Pipeline Project at a June 23 special meeting and directed staff to revise the project scope and rebid the work, according to the meeting minutes.
The council’s action came after staff said the project’s funding picture changed when the Yuba Water Agency withdrew anticipated support following the New Colgate Powerhouse penstock failure, according to the special meeting staff report. The report says the original bid package drew 13 bids and that the city had extended bid expiration dates while trying to secure replacement financing.
The minutes say Councilmember B. Abe made the motion to approve Resolution 26-32 rejecting all bids, and Councilmember J. Abe seconded it. Councilmembers Pesenti, Teter and McIntosh were recorded as voting aye.
The staff report says the revised scope has not yet been published. It also says the city was weighing replacement funding options, including loans from Yuba County and the Estom Yumeka Maidu Tribe of the Enterprise Rancheria, but the eventual financing package and construction award timing remained uncertain.
The council also held a closed-session conference with legal counsel on potential litigation under Government Code Section 54956.9, but the minutes say no reportable action followed.
