At its June 2 meeting, the Yuba County Water Agency Board of Directors unanimously approved the proposed budget for the fiscal year ending June 30, 2027 and an updated personnel allocation chart that reduces or leaves unfunded 10 vacant positions, according to the draft minutes.

The board also approved the 2026 Incident Addendum to the 2023–2027 Strategic Plan, which staff said is meant to guide prioritization of agency resources, staff efforts and operational focus during recovery from the Penstock Incident. The agenda said the addendum does not replace the strategic plan, but is intended to explain how existing priorities and budget principles will be applied during the recovery period.

The budget and staffing item came after a public hearing on agency vacancies and recruitment and retention efforts required by AB 2561. Draft minutes say no public comments were received during the hearing. The agenda listed 113 employees and five vacancies as of the meeting date, with roles including supervising communications technician, director of finance, electrical technician trainee, human resources manager and senior/construction inspector.

The same meeting also included the board’s regular review of emergency contracting actions tied to the Colgate Penstock incident, as well as approval of a meeting time and location change for the June 16 board session and surplus disposal of two agency-owned vehicles.

In the minutes, staff reported ongoing Colgate recovery work, including forensic investigation, condition assessment, road improvements, sediment disposal and hillslope stabilization. The manager’s report also said the agency’s restoration webpage had been updated with FAQs and a timeline, and that the next regular meeting was scheduled for June 16 at 10 a.m. at Power Systems in Oregon House.
