The board voted in closed session to bring in Stole Reeves for permitting and environmental review work tied to the heavy lift marine terminal project.

The bill would require updated CEQA review before new or expanded large coal terminals can get discretionary approval and would require enforceable mitigation for significant air-quality impacts.

At the July 16 HCOG meeting, Caltrans said the long-running Highway 101 project reached project approval and finished the environmental phase.

Supporters say the bill would narrow an overly broad exemption with added guardrails, while business groups warn it could make the incentive unusable.

Commissioners are scheduled June 11 to consider the Initial Study/Mitigated Negative Declaration and Harbor District Permit 2023-04 for Humboldt Bay Oyster Company.
