
Assembly advances Alameda County discretionary-funds transparency bill

SB 1193 passed the Assembly 56-0 on Aug. 17, moving a transparency requirement aimed at how Alameda County supervisors award discretionary funds.

The bill, called the Family Friendly City Council’s Act, moved forward in the Assembly floor session Sunday.

The urgency measure cleared the Assembly 54-13 and heads to the Senate, where it would give eligible local governments a path to ask voters for tax rates above the statutory cap.

SB 1379 advanced June 17 after divided testimony on in-custody deaths, costs and county governance.

Supporters said the measure would give some cities and counties another option to protect core services as budget pressure grows.

SB 1005 would let cities, counties and special districts adopt five-cent rounding policies for cash payments, and the Assembly Local Government Committee moved it forward on June 3.

AB 1712 moved out of the Assembly Water, Parks and Wildlife Committee and would let Santa Fe Springs pursue a sale of its water system through a protest process instead of a citywide election.
